J. McNeill, Jr. 4 The Aerospace Corporation Introduction Objectives •Some recent studies have determined the major drivers of cost and staffing growth in Phase E of robotic, space science missions. As part of a study, Aerospace identified leading indicators of Phase E cost and staffing growth.1 –Both qualitative and quantitative approaches were used to identify these indicators.

The Real Cost Of NASA Missions How much are we really paying to explore the universe? Apollo 8's famous Earthrise. NASA Since its inception in , NASA has accomplished some pretty spectacular feats of science. Our country has landed humans on t. Long-term missions such as Landsat, which is operated by NASA in conjunction with the U.S. Geological Service (USGS), have given us decades of data and information about how the Earth is t missions, in fact, first launched in , have provided the longest continuous global record of Earth’s surface ― and the trend will continue with the launch of Landsat 9, scheduled for

Small spacecraft and satellites help NASA advance scientific and human exploration, reduce the cost of new space missions, and expand access to space. Through technological innovation, small satellites enable entirely new architectures for a wide range of activities in space with the potential for exponential jumps in transformative science.

Cost and schedule growth is a problem experienced by many types of projects in many fields of endeavor. Based on prior studies of cost growth in NASA and Department of Defense projects, this book identifies specific causes of cost growth associated with NASA Earth and space science missions and provides guidance on how NASA can overcome these specific problems.

The recommendations in this book focus on changes in NASA policies that would directly reduce or eliminate the cost growth of Earth and space science missions.

Large cost growth is a concern for Earth and space science missions, and it can be a concern for other missions as well. The study was prompted by the NASA Authorization Act of (P.L. ), which directed the NASA administrator to sponsor an “independent external assessment to identify the primary causes of cost growth in the large- medium- and small-sized space and Earth science spacecraft mission classes, and make recommendations as to what changes.

If the cost growth is large enough, it can create liquidity problems for NASA's Science Mission Directorate that in turn cause cost profile changes and development delays that amplify the overall cost growth for other concurrent and/or pending missions.

Successful implementation of a comprehensive, integrated strategy to control cost and schedule growth of NASA Earth and space science missions would benefit both NASA and the nation, while enabling NASA to more efficiently and effectively carry out these critical missions.

Cost Growth in NASA Earth and Space Science Missions. Project Scope The National Research Council will assemble a committee to identify the primary causes of cost growth in NASA Earth and space science missions involving large, medium, and small spacecraft.

cost growth of NASA Earth and space science missions is difficult to derive, the report says. For example, prior studies calculated values for average cost overruns ranging from 23 percent to   “Yes, there has been cost growth” with Marssaid Lori Glaze, acting director of NASA’s planetary sciences division, during a town hall meeting March 18 at.

NASA’s 10 Greatest Science Missions. If Kepler succeeds in its mission tofind a truly Earth-sized planet in a habitable orbit around a distant sun, thediscovery could change our conception.

With such variation, a single, reliable value for the average cost growth of NASA Earth and space science missions is difficult to derive, the report says. For example, prior studies calculated values for average cost overruns ranging from 23 percent to 77 percent. THE WOODLANDS, Texas — While NASA’s overall planetary sciences program is enjoying record funding levels, the agency is grappling with cost growth in two of its largest missions.

NASA should develop a broad, integrated strategy to contain costs and maintain schedules as earth and space science missions are planned and designed, says a. 3 Introduction • Motivation for a new Phase E Model – Several recent studies on mission operations cost of NASA missions have found significant cost growth exists in Phase E • One study found average growth from the Phase B estimate to be ~50% versus actual* • Goals for model development – Develop a model with few subjective inputs, which could be used by even.
